Jet and ADO built into windows?

In a software development newsgroup, someone commented that "Jet and ADO
are built into windows", and when shipping software which wants to talk
to an MS Access database directly or via ADO, it's not necessary to
include any Jet or ADO components in the distribution.

Is this the case for Windows 2000?

How would I find out if it's also the case for other versions of
Windows?
 
I had similar problems too, using VS6 on Win2k Advance Server, I cannot
create an installer (If I have Office 2000 or Office XP installed). When I
make an installation file (from another OS) of the same project, it
succeeds. However, when installing this project on another computer with
office XP/2000 installed, it gives an error when installing ADO DLLs(on any
Win OS i.e. 95/98/2k/XP), consequently ADO never works on the computer. But
when I install Data Access Components from VS6 CDs, it installs and the
original project runs normally. How can I fix this problem?? plz. help
