Jerky frame rate etc

Hello

After recent problems with a virus, I had to reset my PC to the factory
settings.
I had hoped it would behave like it did when I pruchased it - but no such
luck.

My keyboard keys are all haywire; for instance the @ and " keys have swapped
functions, along with some others. I can just about cope with this (until I
find the solution).
But I can't cope with the very slow frame-rate in my OE6 SP2.

Whether I use the mouse-wheel or the scroll-bar on a web-page, makes no
difference.
The page gets a wavy line across it and jerks up and down in a very
disconcerting fashion.

I would appreciate any suggestions in resolving this problem please

Video/screen display issues with IE are most commonly caused by video
drivers that need updating. Go to the web site of your video card
manufacturer and get the latest drivers for your card. As a work around,
try turning down your hardware acceleration, color depth, and/or screen
resolution. If these work, then new drivers are in order.
