Java Popup Issue

I have a client who is having some issues with popups in
IE6. He is running WinXP, SP2. When he clicks on a link
that is supposed to open a popup (i.e. EULA for nVidia
graphics drivers), the window will draw, but no content
will load. The only way to get the content to come appear
is to stop the load, then refresh. I have tried numerous
things, including:

+Reinstalling Java Runtime
+Resetting all security settings from Internet Settings
Control Panel
+Applying XP Service Pack 2

If anyone has any suggestions, please let me know. Thanks!

Are you sure it's a Java popup rather than JavaScript?
