Did you do an upgrade install? If you were using Microsoft's Java it still
works a bit under Vista but does all sorts of weird things, and could be
your problem. I don't think there is a way to uninstall Microsoft's Java,
or even shift Internet Explorer 7 to use Sun's Java instead unless you
uninstall Sun's Java, wipe out the Program Files \ Java folder and then
reinstall the latest version (Java Runtime Environment (JRE) 6 from
http://java.sun.com/javase/downloads/index.jsp).

Other things could be causing your problem too, but an uninstall and
reinstall of Java is a good next step in all instances.

I can't imagine ANYONE still running MS Java. They discontinued it
quite a few years ago now.

There are lots of windows installations with MS Java in the wild, though
those computers are less likely to get upgraded to Vista. The behavior that
the original poster described was just what I saw on a computer with MS Java
plus Sun Java, set to MS Java, upgraded to Vista.
