Japanese keyboard thinks it's English

I have a Japanese Toshiba laptop, but after replacing the HDD(and
re-installing XP-English), the keyboard thinks it's English. How do I tell my
pc it has a Japanese keyboard installed?

Control panel , regional and language options .
 
Following the instructions given by Rey Santos on a different thread titled
LAPTOP KEYBOARD, I was able to correct the problem. See below:
