IWICBitmapDecoder implementation and tlbimp is missing

I need to implement my own WIC decoder, but there is no any sample. Pages with WIC samples just go to nowhere.
Moreover, there is no wincodec.tlb and tlbimpl.exe is missing in all SDKs installable on Win8.1 (Win7 SDK won't install) or VisualStudio.
