The message is badly phrased.
You have not over-used your key..

Just choose to Activate by Telephone.

Activation has two method, bot are explained in the message - you can
either activate using the automatic process or the phone process.

That message is somewhat misleading. As there is no sound
technical reason for the average user (or anyone else, for that matter)
to format and reinstall the OS frequently (more than once every 120
days), the dialog box was designed with the presumption that multiple
installations are being performed.

There's no limit to the number of times you can reinstall and
activate the same WinXP license on the same PC. Nor is there ever a
charge. Nor does a Product Key (so long as it's not an evaluation
license) ever expire. If it's been more than 120 days since you last
activated that specific Product Key, you'll most likely be able to
activate via the Internet without problem. If it's been less, you might
have to make a 5 minute phone call.

Here are the facts pertaining to activation:

Piracy Basics - Microsoft Product Activation

Windows Product Activation (WPA)
http://www.aumha.org/a/wpa.htm

However, you really should look into resolving whatever hardware
malfunction or software incompatibility that's the cause of your having
to reformat and reinstall the OS.

The story goes that when Windows XP goes past its support window, there will
be a patch released by Microsoft then that will eliminate the need for
activation.

I cannot say I have ever confirmed this personally.. But it sounded
reasonable.

Right, but I think we'd have much bigger problems on the global scale if a
meteor of that size hit North America (or any continent for that matter).
