New releases are always released on Redmond time. So if you see that a new
build will be released at 11AM. That is 11AM Redmond time.

Just to add to this worthless speculation <grin>, when MS released Build
5728, it was also on a Friday and it was posted at about 6 pm Pacific
Standard Time (9 pm back here in the east).
