Items won't run in startup group

This is probably an easy one, but I have a user on a
Windows 2000 Professional machine that is part of
the "Users" group only. There are two programs in the
Startup group that we ned it to run in this "secured"
environment, but they won't unless I make this user part
of the "Administrators" group. The shortcuts will run
fine manually from the desktop, just not from the Startup
folder and we REALLY need them to run "automatically".
HELP!!!!!

In which Startup folder are these shortcuts? In All Users or that user's
own?

What are the security attributes of those shortcuts? Do the shortcuts
show up in the user's Start/Programs/Startup menu?

What happens if the user double-clicks these shortcuts?

What are the security attributes of the program that the shortcuts point
to? What happens if the user double-clicks the programs from within
Explorer?
 
Truthfully, I don't know if they're in All Users or just
the specific user's Startup folder. The programs WILL run
fine if I start them manually from the desktop icons (the
same icons that were copied into the startup folder for
this user).

Whether the programs run when _you_ are logged in and click their
shortcuts, either on your or the user's desktop, is not the point, is
it?

The way I understood your original post, the point is why these
shortcuts in the Startup folder don't execute automatically when that
user logs in.

Again:
What are the security attributes of those shortcuts? Do the shortcuts
