Items get stuck in Recycle Bin

How do you force an item to delete? Some items get stuck in my recycle bin, and won't delete. Also some won't even go to the recycle bin, and a message comes up to say it can't be deleted
I don't know what some of them are, but I know they are not needed, and would like to just delete them
How do I force them to delete on a PC?

What type of files?
