IT won't Shut Down! !

My girlfriend's Dell PC running XP won't shut down. You click start,
shut down, and it just goes back to desk top. I'd imagine that
something is running that doesn't need to be, but we've closed out what
we could think of in the process menu. I really don't know enough about
anything to address an issue like this, so here I am!

Help!
 
Did this start after installing new software (or fiddling with existing
software). I had a similar problem after installing a program off a magazine
coverdisk which didn't run properly. I uninstalled it but it must have left
something behind.

I searched the registry for any reference to the program and deleted same -
it then shut down without any problem after that

I don't know if this will be relevant but I had exactly the same problem a
while back using Win98se.
Advice from an MS 98SE ng at that time was to run scandisk/thorough/ fix
all errors.
After backing up ALL & EVERYTHING of any importance, I ran scandisk. After
several passes and many reported problems the pc would shut down correctly
and continues to do so. I now regularly backup & run scandisk. Works for
me.
