The "Publish Site" words are grayed out. What do I need to
get it to work?

Wow. That helps.

What application? You are posting in
"microsoft.public.windowsxp.security_admin", so you are not being very
specific about which application you are speaking of.
 
Microsoft FrontPage 2003,
Go to the Heading/Drop down Window "File" Click and in
the list below, their is an options called "Publish Site".
It is "gray" not "black" meaning that this is not a task
that can be performed or it is not active.

We all understood what you meant by grayed out, what you didn't point out,
until now - was the application.

Do you have the entire Web Site open, or just a page?

File -> Open Web

When you do this, and only when you do this, is Publish Web available. You
have to be publishing the entire site, not a single page. Another weakness
(IMHO) of Frontpage over the real web editing applications available. It is
trying to manage your site, but with proprietary extensions and the like...
