IT shortcuts turn into .url files?

I have a user that cannot open any of his IE 6 shortcuts. When I tried to
recreate them they saved on his screen as "name.url" instead of just "name".
When I try to open one it brings up a screen for a location of the url?
Any ideas?
 
And the Operating System is?

Meanwhile, type in Start/Run:

regsvr32 /i shdocvw.dll

I ran that command and had them reboot, but it still isn't working.
I'm not able to paste the screen shot of what it says when you trying
running one of the shortcuts. Mind if I email it to you?

Mind if I email it to you?

Simply post the error message. If you want to email the screenshot, then
remove the XOX. string from my ID.
