it repeats logon step when set up hotmail account in outlook2002

When I set up a hotmail email account in outlook2002, it repeatedly pops up
for logon ID and password regardless of the accurate the logon details.

Is this a free Hotmail account? In general, you cannot use Outlook to read
free Hotmail accounts. A paid subscription is required.
