It just will not publish

I have made up a form in frontpage called "alm_enquiry_form.htm" and I can't
get it to publish on the web. The "publish to web" command and button are
greyed out. This is made more annoying because I have published a form to a
web server before and can't for the life of me think what I am doing
differently with this one. I suspect that there is some obvious procedure
which I have to carry out before it can recognise the form as a web page, or
something along these lines but I can't see anything in the help file or a
book on Frontpage which I have that gives me any clues.

Has anyone got any idea where I am going wrong?

You need to Open or Create a Web first, then create your page(s) before you can publish
- you must publish your web to a server running the FP SE for the form to work

I thought that I had done that as when I ask it to create a web it asks me
where I want to store it and when I put in the folder where the form is it
tells me that there is already a web there. If I then go to open web it
gives as one of the suffixes for a web page *.htm which is the suffix on the
form "alm_enquiry_form.htm. If I then double click on this file it opens it
up in the frontpage window, but back to the original problem, will not allow
me to publish it.
Is there some way I can add the form to another web and get around the
problem like that?

Or have you (or anyone) got any other ideas.

Open FP
Open an exiting web - File Open web and browse to your web
Create your form (or use File import if it is a page not in you web)
