<%= %> which seems no use at all as
textbox's text show full string of <%= %>.
It does not call the subroutine in code behind.
It is recognized as string output.

Can you show a complete, and small, reproducible example?

post your code.

Also , ni the current environment there is barely any need to use <%=
%> construction from ASP. now you put your code in the code behind file
