Recently I got an update of Windows XP installed on my machine. I noticed
that an executable isvtc.exe in C:\WINDOWS\SYSTEM32 was updated on November
26, 2006. That was when I believe I started to see the following problem.

The problem is that with isvtc.exe running, my computer would be
experiencing higher than normal CPU usage after a day or two. If this
happens, my browers would not function normally. If I kill this process, the
browers would work normally.

I want to know:
1) What does isvtc.exe do?
2) Are there known issues and solutions to the problems I am experiencing?

First let's be clear about this, does the name of this Executable
application Correct, there are two found near that name, one for Norton
Anti-virus with this name ISTVC.exe and the other with this name and for
Spyware application that plague your Browser with Ads and be a backdoor to
sneak in malwares with the name ISTSVC.exe, so be sure of the Right name, FUI
Malwares and Viruses can take any name to hide and pretend it is legitimate
applications to users and Avs alike.

1- The best is to scan your computer with online scanner from here but not
limited to these vendors:
http://www.pandasecurity.com/activescan
http://www.avast.com you can get a free Av for home use from there too.
And also for malwares from here:
http://www.lavasoft.com/products/ad-aware_se_personal.php for Lavasoft SE 4
personal use.
http://www.safer-networking.org ; for Spybot S&D

= If all fail download the Hijackthis and send the report to one of many
forums for analysis and troubleshooting:
When all else fails, HijackThis v1.99.1
(http://aumha.org/downloads/hijackthis.zip) is the preferred tool to use.
It will help you to both identify and remove any hijackware/spyware. Post
your log to http://aumha.net/viewforum.php?f=30,
http://castlecops.com/forum67.html,
http://forums.subratam.org/index.php?showforum=7, or other appropriate
forums for expert analysis, not here.
Please perform one step (1,2) at a time and see if that will help your
issue.
HTH.
Please let us know.
