The microsoft spyware picks up that ist.istbar is there
and tells me it removes it but next time i turn the
computer on it's back. Any ideas?

Tony,
Ya, that one is a nasty little booger. you gotta locate
the file and remove it. best way to do this is ...when u
get done running ur virus scan... it should show you the
location of the file. browse ur way to that file delete
it. Most likly it has a process assosciated with it and
won't let you remove it without killing the process first.
so find the process that it supporting the file kill it,
then delete the file. If its one that i think it is...u
gotta delete it before the process starts up
again....kinda like a game...u gotta time it and delete
the file as soon as u kill the process...its fun...let me
tell ya.

There are variations on this one, but it may be worth trying Symantec's
Istbar removal tool. Read whatever instructions they provide carefully--it
may be useful to run the tool logged in as administrator in safe mode.

.

Try going to Symantec >> (Norton). Do a search for
Istbar. It should take you to a page that has a removal
tool called FxIstbar. It works and it is also free.
Hope this helps.
