I have two issues, first of all, whenever I choose to shut
down my computer, a box pops up telling me the WIN MIN is
closing, and that I can choose END NOW to close it however
whatever it is doing will not be saved. What is WIN MIN?

Also, when I check the system performance after hitting
the CTRL + ALT + DELETE, there are the normal system
things going on, however there is also something called
svchost.exe running under two users, first being Local
Service and the second being Network Service. What are
these?

There is spyware that goes by this name (sometimes will find a
corresponding msupdate.exe). Can be removed with CWShredder (download from
www.spywareinfo.com), AdAware (www.lavasoftusa.com) or Spyboth Search and
Destroy.

There is also a legitimate program by this name although if you had this
installed, you would not need to ask what it is:

You didn't answer this second part. On my machine at each startup
ZoneAlarm asks if svchost.exe can access the Internet. I reply NO and
it slinks off into the corner and I don't hear from it until the next
boot. Same behavior with "Spooler Subsystem" and "WinPM.exe" and
"Services.exe" although I haven't seen the latter in a week or so and
I suspect it was SQL Server calling home (Bill) (in the meantime I
deleted SQL Server).
 
It ain't calling home. You are on a network (or least you've told XP that) and it's doing it's normal thing and seeing where the other computers are.

Why would you block anything.

Really? Maybe that's the way XP interprets it but what I think I'm
doing is connecting to the Internet with IE6 and with Agent 2.0.
Nothing else should ever speak to anyone outside my machine. SQL
Server is (or was intended to be) just a database for my own programs
and only accessed by myself.

It's difficult to answer the part about the spooler subsystem. Some drivers
tie in a web request for updates and/or product feedback. For example, HP
drivers seem to be equipped with a lot of extra hooks of this type.

WinPM can belong to one of several programs (it's not a windows file):
Paragon's partition manager, Pegasus mail are two such programs. A prompt
from Zone Alarm could be a result from an automatic update setting or a
check for new mail.

Zone Alarm has two basic prompts about apps. One is a notification about a
program wanting to access the internet. The other is a request to act as a
server. I've always said no to server requests and have not run into a
problem.

Remember with Zone Alarm, you can say no to any request. You can later
reverse that restriction if you find out a task will not complete because
of it.
