Issues with cookies

I currently subscribe to a secure Web site analysis service and have accessed
it successfully since day one.

However I attempted to login and I get a page of IE Browser instructions for
allowing cookies. Then I am prompted to go back to the login page and try
again…no success.

After following, the instructions I am unable to get beyond this
“instruction†page and into the service. I keep going in circles.

Question: Is this the fault of the browser or the Web analysis service
provider?
