Issue with the HTML Help files

For some reason on a couple of our win2k workstations we can not use the
HTML help files in programs. We first noticed the issue when we were trying
to access the help index in Quickbooks 2k3
On one of the workstations we get the error shown here

can hit okay on and actually use the
help system. The other computer when we click on the help index from within
the program nothing happens at all. If we try to open a html help
executable by double clicking on it it will give us the error shown here

We have done all the service pack updates (SP4) and all the IE updates on
these computers to try to fix the issue but still nothing. I searched on
the MS knowledge base and only found topics talking about error2.jpg but
they were all for Windows 98 not 2k pro.
Anyone have any suggestions for me?

You may be able to fix these problems by installing Microsoft Critical
Update 811630, which is available from this page:

http://support.microsoft.com/?kbid=811630

This will install the latest versions of the components required to
view HTML Help files. If you continue to have problems then you could
try the following:

1) Use MJ's Help Diagnostics to check that the help viewer components
are properly installed and registered on your machine.

2) Delete the file hh.dat, which you should find in this directory:

\Documents and Settings\%username%\Application Data\Microsoft\HTML
Help

This is a database file that saves such session information as the
window position and favorites for the HTML Help viewer. If the file
has been corrupted then .chm files may behave erratically. Windows
will automatically re-create the file when you next open any .chm
file.

3) Empty your Temporary Internet Files directory.
