Issue with sharing database

I have two users whom are sharing one database, and when
both individuals have the database open the other locks.
Any idea where I may change these settings or correct this
issue?

The error code displayed is: the database has been placed
in a state by user: Admin on machine number xx that
prevents it from being opened or locked.

Any suggestions/ideas would be greatly appreciated.
 
This is generally a network rights issue. They apparently don't have rights
to create files in that directory. On opening a database, Access create an
LDB file (the locking file). If it is opened in exclusive mode, it does
not. If a user does not have rights to create files in the directory, it is
essentially opened in exclusive mode (as far as any other copy of Access is
concerned). The solution is to give all users ALL rights to the DIRECTORY
where the Access file sits.
