Issue with notifications.

-There seem to be a bug related to the event
notifications when you set your start bar on the right
side instead of the bottom.

- When in this format the notification will zoom by on
the screen from bottom to top. then Zoom back down a few
seconds later from top to bottom without staying on the
visible on the screen for any amount of time.

- If you are fast enough you can move your mouse over the
notification as it scroll on the screen and it will stop
at the mouse location. Once you go away, a few second
after it will continue the zoom by cycle.

- I think the intend is to have to notification react
similar to Messenger where a pop-up appear at the bottom
right and disappear aftr a few second of visibility. This
do not function while your start bar is vertically set on
the right.

- I have not tested with the start bar at the top or on
the left.
 
Thanks, Zak--this one is well known and on the way to being fixed.

It happens with either left or right positioning, but not top or bottom.
