Can open event viewer but failed to open any record.
If I have misunderstood your issue please let me know.
Based on your description, I suggest we may try the following steps:
Method 1:

Try to empty the event logs (save the old logs) and try again.
If it is fixed, this may be caused by the corrupted event logs.
Method 2:
==========
Boot to Safe mode for a test.
If the problem doesn't occur in Safe mode, try to perform a complete virus
scan.
Method 3:
==========
Use the System File Checker tool to check the integrity of the system files:
1. Click on Start
2. Click on Run
3. Type "cmd" (without the quotation marks)
4. Press Enter
5. Type "sfc /scannow" (without the quotation marks)
Note: There is a space between sfc and /
6. Press Enter.
