I wrote a program like this but with mixed results.

While it did do the job, there were some undesirable visual
results, such as the taskbar not moving down to the bottom
of the screen in response to the new resolution.

My guess is MS doesn't like these types of utilities, and Bill Gates
would have a heart-attack if he found out about it :)

Anyway, I cannot make it available to you because I scrapped my
PC a while ago and have no plans for buying another one.

Would it have done this on a shell other than explorer (such as
litestep) ?

Hey there,

is there a freeware program that'll change the resolution of the screen
when an app launches and then change it back when the app closes ?

Maybe this one:

Res-O-Matic v1.0

<quotes from the page>
If you have ever run into the problem that certain programs or games
are better to be used at a larger or smaller resolution than the one
you use by default, then this little tool will come in very handy for
you. Res-O-Matic allows you to create shortcuts to programs that will
launch them at a resolution of your choice. The resolution will be
automatically switched back once the program exits.
