ise32 Properties window

Every time I start my computer a window appears with "ise32 Properties" in
the title bar. This only happens on one user account only.

I don't know what this does and having read numerous articles about this on
Google I am none the wiser. Some of them seem to suggest this is a virus,
others that this is part of Vista.

Does this serve any useful purpose? If not, how do I get rid of it - does
not seem to be any easy way to do this.

It isn't part of Vista and the preponderance of Google links indicate that
it is malware. I would approach it as if it were because it certainly will
not hurt you to scan your machine.
