Is WordPad a scaled down version of Office Word?

Should be no problem, only much of the formatting will be lost, e.g.
automatic numbering will be lost, styles etc...

If I write a document in Office Word, then destribute it, can anybody open this document with WordPad?

If your reason for asking the question is that you wish to send a Word
document to others that don't have Word installed. You may wish to create a
pdf to send to them. All will be able to see the document as you formateed.
Adobe Acrobat is expensive. PrimoPDF is free (last time I looked)
