Is this spoof?

This random pop-up showed up on my desktop while I was
surfing. It doesn't look Microsoft authentic, so I'm
wondering if it is spoof.

Yes, it is a spoof.
Turn on a firewall so that you don't get those Messenger Service popups.
Also, if you don't need/use the service, turn it off in Services. Messenger
Service is *not* the same thing as .NET Messenger, Windows Messenger or MSN
Messenger.
