Is this pop-up a virus?

I just get this IE pop-up. Before this one, another screen
actually said my computer is going to shut down and asked me
to close all my programs. It actually counts down from 50
sec to 0. But at the end, it didn't shut down my system.
But had this pop-up on my screen and asked me to buy the
antivirus software. Did any of you getting this? I'm using
MSN dial-up.

If it's not a virus, what port should I block to stop it?

This is a virus, and you need to block ports 81 to 85. This has been
going around for a couple weeks, it's the billgates.ww9m virus and
there's a website you can go to get instructions on how to clean it
off your system permanently

Turn off JScript.
