is this a slot in my computer

They were common on motherboards around 2 to 4 years ago, but later
motherboards had the solder pads but no actual connector.
 
how about the other slots next to it? are those pci express?

Your picture like is "blocked" so we can not comment on the other
slots. If the motherboard has a AMR or CMR slot, the slots that
should be on the motherboard are:

1) Black (long) -- ISA slots -- very old

2) Cream - PCI slots -- not PCIe (PCI express.)

3) Brown - AGP

Does the motherboard have a model number ? I see it says Intel on it.
(And no, don't waste your time on the E210882 number, which is
apparently a UL file number.)

Even better - if this is a Dell, what model is it (i.e. Dimension 4600
or whatever) ?

Does this look like the black connector ? This is my guess.
Knowing more about the product, makes it easier to look up.

OK! My answers are still the same:

Slots:

1) Black (long) -- ISA slots -- very old

2a) Longer Cream -- PCI-X (PCI eXtended -- 64bit transfer slots
usuakky for enhanced communications with devices -- especially for
servers.)

3) Brown - AGP- Hide quoted text -

The card that is above the small "unknown" AMR/CMR slots appears to be
AGP (video card.) and the ones below are PCI.

AFAICT one is PCI the other is AGP. It is not terribly clear in your
picture. AGP slots are usually (but not always) coloured brown. In theory
they should also have a mechanism that locks the card into the slot (your's
doesnt appear to have), though not all graphic cards are equipped to be
locked, and indeed not all slots will lock them if they do.
