Is this a security issue?

I can't seem to update the definition when logged on as a
user on Windows XP Pro, but can update normally when
logged on as a local admin. Is this supposed to happen, if
so how will normal users be able to update the software if
they don't have permission to update it
 
Sorry forgot to add:
When updating as a user, Antispyware reports that it has
successfully update the definition but when the user logs
out and logs back it the definition is reverted back to
its previous revision.
 
It's an issue, and a bug. They have acknowledged that there are problems
with regard to admin/limited user scenarios, as well as multi-user
scenarios.
