Is this a bug

I use the website to view this list

http://windowshelp.microsoft.com/

Now when I click on a message to get notification I see in the window
control "Notification failed. Please try later."

The other thing I really have a problem with is that everytime I go to this
location I get to login again. I select save my username and password, yet
this never seems to stick. I am allowing cookies so this is not the problem.

If you are using IE7 go into tools, internet options, content, autocomplete
and make sure user names and passwords is checked.
 
This is already turned on.

Guess you are going to have to figure this one on your own. 1. No password
or username is requested when I access the site, and if you are getting the
passport sign on page, that has been a problem for a long time and isn't
Vista related.
