Is there way to disable Internet use by using group policy?

I want seperate user into two group Internet user and non-Internet user
groups
So far I can disable Internet Explorer and such but Is there way I can just
Disable Internet usage?

Yes, set a fake proxy under

user config/windows settings/connection - proxy settings.

Set it to something like 127.0.0.1 and make sure you disable changes to
proxy settings in

user config/admin templates/windows components/internet explorer -
Disable changing proxy settings.

I'm not sure if they could install another browser and change the proxy
settings in it, but you could prevent that by only allowing approved
applications to run.
