Is there such a program?

I am currently sharing my pc with a friend whom I don't entirely trust. (
don't ask...circumstances )

I don't want this person to download *anything* without my knowledge. Is
there such a program or way at that things can only be downloaded by say a
password protected program?

You didn't say what OS you are using. With Windows 9x,
there is virtually zero security. If your system is
Linux, then you have complete control over what
applications, services, etc any user can or can't
access. With Windows 2000/XP it's quite hard to do
this. At best with group policies you can prohibit
the installation of certain downloaded programs.

Is there person not allowed access to a web-browser?
If not, you can use a tool to erradicate Internet
Explorer and lock down the system to not allow stuff
to be installed. However, you friend can still execute
apps that don't require an install from a cd or floppy.

Although it is easy enough to set up security and ownership policies
that will not allow *any* access at all to the box! ;-)

You are not going to be able to accomplish what you want with any flavor of
Windows. Not even Win2K or XP. As long as he/she has browser access
downloading is possible. execution, if no install is required, is also
possible. That is if the box remains useable at all. Sorry but it looks like
you have a decision to make. I have been in the same spot, nice guy and all,
needed a place to stay, I end up with a huge phone bill cause he downloaded
a program that dialed out to a porn site, billed to my phone. He had no
cash, so I was stuck. Ended I wouldn't allow him access to the machine any
further. We are no longer "friends", although I'm not sure any more if we
ever were.

Microsoft makes a free tool called policy editor. It works on the
currently logged in user, and allows you to set many system level
policies. It works on 98/98se/NT4. I use it at work on my domain.

I believe that you can get it on the MS web site, or as part of the
Resource Kit. You can definately find usage instructions in the MS
Knowledge base.

POLEDIT.EXE is available on the Windows CD Rom (in the reskit folder)
