Is there some way to delete network settings and start from scratch.

right click on network places\select properties then you
can delete any or all connections and rebuild as needed.
If you are talking about going from a domain to a workgroup
or non networked computer then you have to go to the
properties of my computer then click on computer name and
then change the network settings there.
