Is there anyway to assure that outlook always stays running.

I have a problem with people accidentally shutting off outlook. I need it
running because I have an access database that automatically emails
purchasing when tooling quantities go low. Is there a way I can lock it or
password protect it from being shut off?

There are some things you could do programmatically
that would intercept all calls to close an app.
