Hello, when I click the New Slide button ... by default a bulleted
slide template appears, and I have to select a different layout from
the Task Pane.... Is there any way to set my default new slide to a
completely blank one?

One way would be to create a "slide master" that is
empty with a black "black" background. Then, save
the presentation as your "default" template. Meaning
that when you save the presentation, you name it
"Default" and choose type "Template". PP will
automatically choose the folder where to store it.

From that point, anytime you open a new presentation,
you will be greeted with an empty slide with a black
background.

You can still follow the suggestion, only don't set the background
black. Rather, take any of the slide designs as your slide-master,
Edit -> Select All and "Delete". That will delete all the slide
controls leaving you with a "blank" slide you can save as your
default template.
