Is there any way of redoing the upgrade of IE without accessing the support site

I format my OS partition and reinstall Windows 98 fairly
often. If the PC becomes flakey or if it is simply been
subject to too many software installs and uninstalls I
prefer to start with a clean slate rather than chasing
down each individual glitch. I try to organise things so
that this is as streamlined as possible. I keep all data
on a seprate partition, I keep scripts listing the steps
to do and keep copies of downloaded components locally.

Everything goes smoothly except for the install of IE.
The install program insists on accessing the web site even
if everything is available locally. Before my most recent
reinstall I was using IE 5.0.1 and wanted to reinstall
this same version. I had kept the downloaded components so
as to save the long download but whe I tried the installer
gave a message about unable to contact the support site
and terminated.

I have 2 questions:-

1/ Is it possible to get an installer that does not rely
on the existence of the support site?

I will probably be using the same OS in 3 years time
when support for win 98 is discontinued but do no want to
be in the position of beng stuck on IE V4 which is no
longer functional because of constant script errors.

2/ Is it possible to install IE5.0.1 for which download
support does not exist.

I did not want to go beyond 5.0.1 as some features are
removed from IE 5.5 and 6.0, namely Netscape plugins. Also
I know that my system worked with 5.0.1 whereas I am
getting some problems with V6.0 SP1.
