Is there any software which can block Trojan diallers by checking the
numbers Dial-Up Networking attempts to call and blocking those which haven't
been previously authorised? Would be a useful second-line of defence in
addition to existing software which only seems to detect specific trojan
infections.

What you're suggesting is a generic blocking technique, of which there
are many kinds. Perhaps registry change detectors, and the
unauthorized "outgoing" alert feature of most firewalls, are the most
popular and widely used generic blocking methods.

Such approaches, while no doubt somewhat useful at times, are
defeatist in nature. They are easily defeated by "smart" malicious
code. Once you allow malware to Run, the game is over and you've lost.
It has control of your machine. And malware/spyware are getting
smarter and smarter as time goes on.

Prevention is really the only reliable way to go. It does, however,
require knowledge and discipline on the part of the end user. You can
use all kinds of "protection" software and install all the patches,
but when there's a idiot in the driver's seat watch out :)
