is there an outgoing firewall?

i access the internet via my college network. The problem is, everytime i
reboot or turn my com off, i can't seem to use services like Skype, voip
programs, i can't use video conferencing, and all my download managers (like
Orbit or DAP) all can't work!. i use a vista home premium, and i asked all my
friends, they dont have this problem. the real mystery is that the i can
eventually use those services (thus signifying that the problem is not the
college network) but thats like 8-10 hours after i turned on the computer!
because of this 'time period' i suspect that either my com has somekind of
firewall that blocks all the 'heavy' outgoing traffic (which it eventually
turns of somehow) or my setting is blocking it somewhere. again, I do not
suspect the college network, since it eventually allows me to use Skype, for
example. also, this problem is getting more serious (at first it was a few
hours only, now 8-10 hours) ever since i updated my com (this one particular
Microsoft update. i forgot whats the name). Thank you for any replies. i
really appreciate any help, since you would be saving me a LOT of trouble.

You can try to disable Windows firewall and advanced security. To do that,
type firewall in the start. If that doesn't fix the problem, try to run
clean booting.
