Is there a converter program I can download so I can open
xls forms and work on them. I have windows xp the program
i am recieving xls forms from is either office xp or excel

You can find viewers at the following site. I believe the converters at the
site are designed to convert files to Excel format, hence, if you don't have
Excel, you can view the forms but you won't be able to work on them without
having Excel installed:

The spreadsheet from Microsoft works 7.0 can open & edit excel
documents. However, some format may be changed from switching back &
forth. Remember to use save as, so you can save as a excel document.
