Basically - I am having a hard time, with 2003 Server and it prompting
that .exe's etc. may be "unsafe" (when running from a network UNC share
path), or not running them at all because of restrictions somewhere in
the internet explorer.
I want to be able to add trusted "sites" (UNC paths, or otherwise),
and/or .executables, so that 1) the user is not prompted to
open/save/etc. and 2) it successfully runs.
I'd like to do this in a GPO.
Make sense?

You could investigate Software Restriction Policies
(Path, certificate, etc)
But I am not sure precisely what you wish to accomplish.
