Is there a way to schedule a email to send out at a certain time?

I tried delay the mail, but the sent hour is not right.
For example, the email should go out at 8am, but the sent time is 5:30pm
which should be 8am also. Please help!

The Sent time and the delivery time are completely separate. The Sent time
that people will see when they receive the message will be the time you
clicked Send. You can't change that.

The date shown will be when you composed your e-mail (by clicking Send to
finish it). The Recevied headers added by your mail server will show the
dates of each mail host through which your e-mail traversed.

Think about what you are doing. You are composing an e-mail now based on
facts present now or in the past but the future can be different than you
plan. You tell someone that there is a meeting at 1PM tomorrow and delay
sending your e-mail until 8AM tomorrow. However, the prime speaker got
sick, delayed at the airport due to weather, the building burned down where
you were to have the meeting, a 2-foot snowstorm has kiboshed a lot of
business activities, or whatever. Meanwhile, your delayed e-mail still goes
out telling the recipients you are having a meeting. If it looked like you
actually sent it at 8AM after the catastrophic event has occurred, it would
appear to the recipients that you are having the meeting despite that
catastrophic event.

What you want requires that the e-mail not be *created* until the date you
want to show to the recipient. There are some add-ons that will let you
schedule when to send an e-mail (i.e., they create the e-mail at that time),

I haven't used this add-on. Although designed for recurring e-mail, it does
have an option to "send X times" and perhaps you could set X = 1.
Presumably it also lets you specify when to send those repeated (once)
e-mails. However, since you are then using Outlook as an e-mail server with
this add-on monitoring its schedule, you would have to leave Outlook running
all the time so it could create and send those scheduled e-mails.
