Is there a way to lock the toolbar in Outlook 2003

Microsoft public newsgroups

I have many add-ins for Outlook 2003 and they keep re-arranging my
themselves in the toolbar. Is there any way, similar to Internet Explorer
6.x that a person can "lock the toolbar" ?

Some add-ins reposition the toolbar every time Outlook starts. There's no
way to turn that off.
