Is there a way to lock calendar entries in Outlook?

Our HR person is seeking to add "lockable" entries to the public Outlook
calendar, such as people's vacation days. I have not been able to find a way
to accomplish this. We're using Office 2003 Pro on XP-client PC's and a 2003
server.
 
This can't be done, short of changing permissions so only HR can make
changes to the calendar.
