Is there a way of blocking users from adding non work related contacts but
still alowing them to instant message work related contacts.
 
set the firewall to deny internet access to the Messenger program (exact
name depends on whether it is MSN Messenger or Windows Messenger). this
assumes your router has a firewall, or you are using a software firewall.

if the problem is more complicated than this (i.e. IM communication
should be allowed with some people inside the firewall, but not with
other people inside the firewall), then the solution is more complicated
than i can help you with, but i think it would relate to subnets.

Only the public .NET Messenger service, there is no way of doing this; you'd need to use a
local IM server (like Live Communications Server) or something like IMLogic
(http://www.imlogic.com).
