Is there a way for an Outlook user to automatically set all outbound
messages to "Private"?

With plain vanilla Outlook? I don't think so.
 
Yes, there is a way. However, I would not suggest doing this.

- Select the TOOLS menu
- Select OPTIONS
- Select the E-MAIL OPTIONS tab
- Click the ADVANCED E-MAIL OPTIONS button

Near the bottom of the window is a section titled "When
sending a message". Here you will find the "Set Sensitivity:"
option and you could select it to set the sensitivity to PRIVATE.

This will make EVERYTHING you send be set to PRIVATE.
This includes Meetings, etc. This will make meetings hidden and
cause other problems that may not be apparent until later.

Another option for you would be to make a template for your
email and use that for all email you send.

Why, thank you! I had either forgotten about that or had not noticed it
before.
