Is there a monthly fee to have a website?

You need to register a domain name which can be done for $10 a year.
You need to create a server account which can be done for $50 a year.

I want to create a website. I don't have Frontpage. I am deciding whether to
buy it or not. I want to know if to create a website with it, there is a

A web site needs to be hosted on a server, and you'll need to pay for
hosting, starting at about $7-10/month (and can be much higher, depending
upon the needs of the web site).
 
Once you purchase FrontPage, you have the right to use it as much as you
like. That is the only cost involved as far as FP is concerned.

Take note of what the others are saying. Keeping a web site up and running
takes time and money

#1 Server space- the more you use the more it costs. It may
be free from your ISP for a limited space
#2 Domain Name- can be purchased for under $10/year. Not
always needed

what ISP are you using? Most providers give you some free web space for a
personal homepage.
I have Bellsouth, I get a 10 MB space free with my account.
You can use their click and fill pages directly on line (good for beginners,
no software is needed)
or make your own page and upload it. (you need FrontPage and to know how to
use FTP)
These personal accounts do not have FP extensions so things like forms will
not work.

Most software has free trial versions so take advantage and try before you
buy.
