Please let me know where to find the microsoft speedtest application for
Vista OS in order to test my Internet download and upload broadband speeds.

Here is a great one: http://www.speedtest.net/
You can choose which server to perform the test from, their recommended
server (closest to you) or servers around the world.

As far as I'm aware, Microsoft doesn't offer this service. However:
