The DHCP snap-in is available only on Windows 2000 server. You can install
it on Windows 2000 workstation by running the adminpak.msi file off the 2000
server cd.

It should be listed right under Start, Programs, Administrative Tools, DHCP.
The actual snap-in file is dhcpmgmt.msc. Try running the adminpak.msi file
on the server to reinstall the snap-in.
It's generally only added when the DHCP Server service is added to the
Server. However, as Chris K. said, you can also get it installed (without
installing the service on the machine in question, such as for Administering
another server) by using the AdminPack installer.
